Forest Research is an agency of the UK Forestry Commission, and has the national role of identifying and controlling pathogen threats to UK trees and forests. Forest Research will be leading and co-ordinating the consortium and participating in seven of the nine work packages.

The Institute for Plant Protection in Horticulture is part of the Federal Biological Research Centre for Agriculture and Forestry, subordinated to the Federal Ministry of Consumer Protection, Food and Agriculture. The institute provides consultancy to the federal government to aid decision making. The institute investigates and develops concepts of integrated pest management. Special research studies optimise diagnostic procedures, evaluate the efficacy and phytotoxicity of plant protection products and studies resistance properties of horticultural crop plants against pests and pathogens. The institute will be participating in four of the nine work packages.

The Plant Protection Service has the national role of preventing the introduction of quarantine pests and diseases in the agricultural sector and natural landscape of the Netherlands and, wherever possible, assists in managing and controlling such organisms. The INRA Unit of Forest Pathology has the role of advisor on disease diagnosis and survey for the Unit of Mycology of the French Plant Protection Service of Nancy (France). INRA has extensive experience and knowledge on the identification, behaviour, origin, pathogenicity and spread of Phytophthora species for European forests. INRA will be participating in three of the nine work packages.

The Department manages work package 5 on the economic and environmental impact analysis
